The municipality of Enschede recently began using the Institution-bound Environment Registration and Information System, or IERIS for short. This makes Enschede the first municipality in the Netherlands to use IERIS to automate issuing and enforcing environmental permits. IERIS was developed in collaboration with InterConcept – legal and construction service bureau – and BCT-Guiding Documents. IERIS is now also available to other municipalities: as a stand-alone application or as part of CORSA.
Because IERIS registers all the data related to companies, the system can retrieve specific information based on numerous criteria and properties.
Data that is important only to an individual case can be made available in digital format, but only in the form of a digital copy of the permit application or decision. Relevant documents, correspondence and meeting reports can be saved using IERIS, making comprehensive information concerning a particular company available at all times. Thus IERIS can also obtain data from the municipal address register, the land register and the future basic company register.
BCT explicitly recommends paying sufficient attention to the human aspects when introducing document management systems. After all, if users are properly informed concerning all the relevant disciplines, the most important part of a successful implementation is guaranteed.
